Digital Inclusion refers to the activities necessary to ensure that all individuals and communities, including the most disadvantaged, have access to and use of Information and Communication Technologies (ICTs).
According to the Government’s Digital Access service, some sections of the population are more likely to be digitally excluded than others. These are:
- older people
- people in lower income groups
- people without a job
- people in social housing
- people with disabilities
- people with fewer educational qualifications excluded left school before 16
- people living in rural areas
- homeless people
- people whose first language is not English
Hammersmith & Fulham Council is developing its Digital Inclusion strategy, with the aim of: By 2025, Hammersmith & Fulham shall b ea more digitally inclusive borough; a place where residents have the digital skills, access, and support necessary to help fulfil aspirations.

Sobus is a new Community Development Agency for Hammersmith & Fulham. It has been created through the merger of the Community and Voluntary Sector Association Hammersmith & Fulham (CaVSA) and the Fulham Community Partnership Trust (FCPT). Building on the strengths of both organisations, sobus aims to provide a wider range of support services for local charities, community groups, social enterprises and start up businesses.
